Public/private development
A pioneer and leader in public/private development, LCOR helps government agencies and public authorities maximize the value and utility of their facilities and other real estate assets.

LCOR helps public partners by:

  • Maximizing public control of team, design, development and schedule
  • Reducing public capital investment
  • Optimizing public non-capital investment
  • Generating non-tax income and tax revenue
  • Mitigating public risk
  • Accelerating project development schedules
  • Developing high-quality buildings and public spaces

LCOR entered this arena in the early 1990s, when the company recognized that despite the potential size of the market, no national real estate firm consistently delivered on the public/private development imperative.

LCOR has been involved in some of the nation’s largest, most complex and creative projects, including transit-oriented developments (TODs); mixed-use, including retail, developments; government office developments; multifamily residential developments; educational facilities; and airports.

LCOR’s public/private development portfolio includes:

Terminal 4 at John F. Kennedy International Airport in New York, part of the largest public/private airport redevelopment in U.S. history ($1.4 billion development cost)

U.S. Patent and Trademark Office Headquarters Campus in Alexandria, Va., which represents the largest lease ever signed by the General Services Administration ($910 million development cost)

North Bethesda Center at White Flint Metrorail, a mixed-use development planned in North Bethesda, Md., representing the largest Washington Metropolitan Area Transportation Authority redevelopment award ($850 million development)

Hoboken Terminal and Yard. Selected by NJ Transit, LCOR is master planner and developer for the 65-acre property that unites Hoboken and neighboring Jersey City, where LCOR will create a next-generation integrated transit center and gateway for the Hudson waterfront

James F. Oyster Elementary School/Henry Adams House apartments in Washington, D.C., where PILOT and land-lease payments are funding a state-of-the-art elementary school for the District of Columbia adjacent to a 211-unit luxury apartment building ($40 million development)
